Twenty St. Joseph County Jail inmates are spending their nights "bunked" on the floor of the jail gymnasium this week as crime and construction are putting a new squeeze on budgets, facilities and community attitudes about punishment.

St. Joseph County Prosecutor Douglas Fisher told county Republicans Friday that local options, ranging from the county jail to court-ordered counseling programs, are preferable to state imprisonment for all but the most dangerous offenders.

According to Fisher, Michigan's finances and prison space mean most offenders sent into state prisons will eventually return to their communities and they will return "more dangerous" than when they were sentenced. Read More - Sturgis Journal
