Then despite an overwhelming outcry, the project gets moved ahead anyway, with assurances that no-one will be forced to have one. Then the cost comes in: about $150 per card. Which will now be required if you want Government "Services". Then local government is given sweeping new powers to heavily fine people if they don't have one when their homes are searched.
